About

When the Communication Faculty was established in 1991, two separate departments were set up – the Information Systems Department headed by Prof. Habil. Dr. Romualdas Broniukaitis and the Communication and Information Theory Department headed by Assoc. Prof. Dr. Arūnas Augustinaitis. Following the reorganization of the Communication Faculty in 2000, these two departments were merged into the Institute of Knowledge Management.  Prof. Dr. Renaldas Gudauskas was elected the head of the Institute of Knowledge Management. In 2003, the Information Systems Department and the Communication and Information Department were merged and a new subdivision – the Information and Communication Department – was set up. It was renamed the Institute of Information and Communication in 2013. Lecturer Dr. Algirdas Budrevičius became the first head of the Institute of Information and Communication.

The mission of the Institute is to train highly qualified information and communication professionals, carry out research, prepare scholars and foster cultural identity.

The objectives of the Institute of Information and Communication:

  • to put  together and develop the scientific and pedagogical potential of information and communication professionals, by creating conditions for information and communication lecturers and scholars to develop professionally;
  • to carry out research that meets the needs of the modern society in the fields of information and communication and their technologies at Bachelor’s, Master’s and doctoral levels;
  • to train qualified and flexible professionals ininformation and communication, able to satisfy the needs of information and knowledge society. 

Science and research

Research branches: objectives, research genesis, development, priorities, scientific liaison

The Institute of Information and Communication continues and develops fundamental research on communication and information theory, knowledge society and information interaction in society. The Institute’s academic and scientific research in the field of information and communication combines a range of aspects including theoretical and applied, traditional and modern, humanitarian, social as well as technological.

The Institute carries out Research on the Changes in Knowledge Society. The aim of the research is to investigate the expressions of information, knowledge and communication and the impact of information technologies on changes in knowledge society from theoretical and applied aspects. The research involves fundamental and applied scientific studies in information and communication and promotes the development of cooperation with partners of foreign science institutions. The results of the research are published in national and foreign scientific publications and presented at scientific conferences.

Scientific events: conferences (international, national, inter-institutional, institutional), seminars, lectures, etc.

In 2007, the Institute of Information and Communication together with the Nordic Network for Intercultural Communication organised the international scientific conference “Intercultural Communication” (Changing identities in globalized world, the 14th NIC Symposium on Intercultural Communication). The international scientific conference “Information Seeking in Context” was held in 2008.

The Institute of Information and Communication organises the annual national scientific conference “The Expression of Communication Theory and Practice”. At the conference scholars and practitioners present the results of theoretical and applied research, hold scientific discussions on the topical issues of information and communication. The conference attracts not only scientists from Vilnius University, but also colleagues from other Lithuanian higher educational institutions, as well as practitioners and foreign professionals. 

Continuous and periodical scientific publications

The Institute of Information and Communication has started publishing the continuous scientific publication of Vilnius University “Informacijos mokslai” (Information Sciences) two decades ago. The publication’s editor-in-chief is Prof. Dr. Zenona Atkočiūnienė. The publication posts original scientific articles which deal with the problems of information and communication, analyse information and knowledge society, its legal, social and technological aspects, looks into  the cultural, educational and economic issues of information and knowledge society,  the management of information and knowledge, presents the results of researches in the areas of management of organisational communication, culture, the media and new medium, global and intercultural communication, science. The reviews of new books, scientific research reports, information about conferences, reviews and other material are published as well. 

The publication is sponsored by the Research Council of Lithuania under the 2009-2015 National Lithuanian Philology Programme.

Projects

The project “International Scientific Database LITUANISTIKA” financed from the European Union structural funds.The project is carried out by the Research Council of Lithuania. The representative of the Research Council of Lithuania is Chairman of the Committee of Humanities and Social Sciences under the Research Council of Lithuania Prof. Habil. Dr. Rūta Marcinkevičienė. The project is also implemented by the Institute of Information and Communication headed by Prof. Dr. (HP) Zenona Atkočiūnienė. The project’s duration: 2009-2014. The project’s goal is to develop of the international scientific database LITUANISTIKA, accumulate and spread the verified and quality information about the scientific research on Lithuanian philology carried out in Lithuania and worldwide. The project involves the selection for works for LITUANISTIKA, data archiving, preparation of entries and bi-lingual summaries, providing access to bibliography information and the most relevant works, experts’ reviews of publications, the transfer of data to other databases, assessing the needs of the users of humanities and social sciences, and providing training of information literacy to researchers and students.

The project “Information Management in the Public Sector of Lithuania: Critical Analysis and the Perspectives of the Changes” (MIP-12117) is financed by the Research Council of Lithuania. The project’s duration: 2012-2014. The project’s manager – Prof. Dr. (HP) Zenona Atkočiūnienė, developers – Assoc. Prof. Dr. Erika Janiūnienė, lecturer Giedrė Plepytė-Davidavičienė, lecturer Ingrida Girnienė, specialist Indrė Petrauskaitė. The aim of the project is to define theoretical paradigm of information management, analyse and evaluate the situation of information management, establish informational activity maturity levels and  foresee directions and models for  information management in the Lithuanian public sector by considering  environment changes of the institutional peculiarities.

It is anticipated that the project will bring innovative and promising results. The implementation of the project’s tasks  will help to identify ways for information management with a view to modernising the Lithuanian public sector, evaluate the possibility of the reuse of public sector information and define the tendencies of information management.

The annual competition EXPERIENCE 2008 is arranged to name the best public relations projects of Lithuanian state institutions and non-profit organisations.  The competition’s patron is Assoc. Prof. Dr. Renata Matkevičienė. The competition is organised by Master’s degree public relations students of the Communication Faculty of Vilnius University. According to the competition’s rules, state institutions and non-profit organisations wishing to take part in the competition submit their applications with the description of their public relations projects to the expert committee.  The experts name the best projects and award the winners at the final event, which also involves lectures and reports on the issues of public relations.

“International Project BSVC – Information Science and Services”. Based on the BSVC Consortium Contract Vilnius University, Hamburg University of Applied Sciences, Lund University. The project’s developers – Assoc. Prof. Dr. Povilas Abarius, Prof. Dr. (HP) Zenona Atkočiūnienė, Prof. Dr. Marija Stonkienė, Assoc. Prof. Dr. Renata Matkevičienė). The project’s duration:  2006-2008.

The project “Preservation of National Identity under the Conditions of Globalization: The Renewal of Doctoral Study Programme in Social Humanities and the Creation of Post-Graduate Study Model” (BPD2004-ESF-2.5.0-03-05/0058). The project’s duration: 2006-2008. The project’s manager – Marius Povilas Šaulauskas, developers: Prof. Dr. (HP) Zenona Atkočiūnienė and others. The developers of the project created conditions for training qualified specialists with a doctor’s degree, who are able to compete on the labour market and carry out professional research in R&D.  Doctoral programmes in social humanities were updated by linking them to studies and research in R&D with focus on preserving national identity under the conditions of globalization. Pilot doctoral programmes (including courses and research activities) were presented for evaluation. Post-graduate studies were introduced for PhD holders to acquire additional skills enabling them to realise their potential in research activity.

The project “The Creation of Methodical Basis for Professional Development of Scientists and Lecturers of Vilnius University” BPD2004-ESF-2.5.0-03-05/0098.  The project’s duration: 2006-2008. The project’s manager – Aurelija Čepienė, developers –  Prof. Dr. (HP) Zenona Atkočiūnienė, Assoc. Prof. Dr. Povilas Abarius, Lecturer. Dr. Regimantas Pranaitis. The project helped to develop the horizontal skills  of  350 VU lecturers and scientists. A system for improving the horizontal skills of scientists and lecturers was created, two workplaces were established in the VU Scientists and Lecturers’ Professional Development Centre. The staff in these workplaces are responsible for ensuring the smooth functioning of the scientists and lecturers’ professional development system.

The VU and EU project “The Development of System for the Assessment of Knowledge and Special Skills; The Establishment of the Vilnius University Examination Centre” BPD2004-ESF-2.4.0-03-05/0051. Theproject’s duration: 2006-2008. The project’s manager – Juozas Galginaitis, developers Prof. Dr. (HP) Zenona Atkočiūnienė, Assoc. Prof. Dr. Povilas Abarius and others. The project was designed to develop a system for the assessment of knowledge and special skills in the VU faculties of Physics, Economics, Communication and Law. The project provided training to 55 lecturers and about 3 380 students, and contributed to the development of a system for the assessment of knowledge and special skills, the establishment of the Examination Centre. The electronic examination system was used by as many as 8 000 students per examination session, 3 500 student’s written works were passed through the plagiarism detection checker per year.

The KTU project “The Integral Development of the Dynamics of the Lithuanian E-Learning System” (BPD2004-ESF-2.4.0-02-04/0001-02) financed from European Union structural funds. The project’s duration: 2005-2007. The project’s manager: Danguolė Rutkauskienė, developers: Prof. Dr. Marija Stonkienė, Assoc. Prof. Dr. Povilas Abarius and others. The main objective of the project is to create conditions for Lithuanian science and education institutions to provide e-learning studies in Lithuanian regions by creating dynamic knowledge society and reducing the rural and urban divide, integrating the citizens from all social strata and offering them the possibility of lifelong learning. The project helped to determine the needs of the providers of e-learning services and develop methods and electronic means for the assessment of learners’ knowledge, learning material for the providers of e-learning services, 60 pilot e- learning courses. 1 200 students received training in pilot e-learning courses, a method for ensuring the quality of e-learning services was developed and the analytical surveillance system of e-learning services was created.

The VU and KTU project “Inter-Disciplinary United Master’s Programme of Sustainable Development of Societies (DARNA)” (BPD2004-ESF-2.5.0-03-05/0081-05) financed from European Union structural funds. The project’s duration: 2006-2008. The project’s manager – Palmira Jucevičienė (KTU), developers –  Prof. Dr. (HP) Zenona Atkočiūnienė, Prof. Dr. Marija Stonkienė, Assoc. Prof. Dr. Renata Matkevičienė, lecturer Dr. Laima Nevinskaitė and others. The aim of the project was to improve the qualifications of scientists and Master’s degree students in the field of sustainable development of societies  by developing applied research in the priority field “The Knowledge Society for Citizens and Government”. The project contributed to the fulfilment of two interrelated tasks:

  • the development of the Inter-Disciplinary United Master’s Programme of Sustainable Development of Societies, which was submitted to  SKVC (The Centre for Quality Assessment in Higher Education) for registration and its study material and methodology.
  • the development and implementation of the programme “Horizontal Qualification Training  for Scientists of Higher Educational Institutions” aimed at directing applied research and pedagogical activity towards vital social problems and involving  Master’s degree students into sustainable development research in the fields of their studies.

Researcher training

The Institute of Information and Communication patronises six Master’s Degree study programmes: Communication for Sustainable Development, Communication Sciences, Public Relations, Knowledge Management and Leadership, Management of Information Systems, International Communication (full--time, part-time studies and studies in English).

The objective of the Master’s programme in International Communication (in English) is to train highly qualified  international communication professionals, who are knowledgeable and have skills  to work with international partners in state, private and non-governmental organisations. The programme applies technologies of information society and methods for management of information and knowledge, provides theoretical knowledge and skills that help to develop a modern view towards an open-mindedness of organisations,  based on the knowledge of the globalisation of the modern media, communication research, communication skills, international politics, cultural processes and economic globalisation. The International Communication programme of the VU Faculty of Communication was named the 5th best Master's programme in Eastern Europe in 2013.

Scientist training

The objective of doctoral studies is to train information and communication scientists, who are  professional, adaptive and able to carry out fundamental research and educate the Lithuanian science elite. The doctoral students study such topics as open access to digital information and resulting social changes, optimisation of the management of e-learning resources in virtual environment, the management of information in the context of changes.
